Building Inclusive Disaster Management for Deaf Communities

Indonesia is one of the countries with a high level of disaster risk. Earthquakes, tsunamis, floods, volcanic eruptions, and forest fires can occur across various regions, affecting the lives and well-being of communities.
In emergency situations, access to information that is timely, clear, and accessible is a crucial factor in saving lives. However, for Deaf communities, access to disaster-related information continues to face various barriers.
Inclusive disaster management is not simply about providing assistance after a disaster occurs. Inclusivity means ensuring that everyone, including Deaf communities, has equal opportunities to access information, understand risks, evacuate safely, receive protection, and obtain the support they need before, during, and after a disaster.

Challenges Faced by Deaf Communities in Disaster Situations
Deaf communities generally rely on visual information, text, and sign language for communication. Meanwhile, some early warning systems and disaster-related information channels still rely heavily on audio-based media, such as sirens, loudspeaker announcements, radio broadcasts, and broadcasts without captions or Sign Language Interpreters (SLIs).
These conditions can make it difficult for Deaf people to receive timely information about hazards, understand what is happening, identify evacuation routes, and access the assistance they need.
In disaster situations that require a rapid response, even a delay of just a few minutes can have significant consequences. Therefore, access to information is not merely a matter of communication. For Deaf communities, accessible information is an essential part of safety and the protection of life.
The Importance of Inclusive Access to Information
Disaster-related information needs to be provided in various accessible formats for Deaf communities, including written text, visual information, videos in sign language, and support from Sign Language Interpreters (SLIs).
By providing multiple forms of accessible communication, Deaf people can receive the same information promptly, understand evacuation instructions, and make appropriate decisions during emergencies.
An inclusive disaster management system should also involve Deaf organizations and Deaf communities, ensuring that their needs and experiences are incorporated into disaster preparedness, planning, and response.

Why Are Deaf Communities More Likely to Face Difficulties
During Disasters?

Disasters require a rapid response. However, when emergency information is communicated only through sirens, audible announcements, radio broadcasts, or verbal communication, Deaf people may face barriers to becoming aware of hazards in a timely manner. Without accessible information, they may experience delays in making decisions, evacuating, locating shelters, or accessing essential services and assistance. Therefore, Deaf people do not need to be treated differently. They need equal access so that they can respond to disaster situations safely and effectively.
